Why did Prohibition fail? – A visual exercise

This visual exercise can be used as a starter or plenary and gives six visual clues answering the question – why did prohibition fail? For clarity, the two images at the bottom are of Warren Harding, US President who was known to ignore prohibition, and Henry Wickersham, who led a commission into prohibition justifying its morality but highlighting its impossibility to enforce.
